The Council will abide by the Customs Act and its regulations

Where it is the Council's belief that the Act and/or its Regulations can and should be amended in order to facilitate international trade without compromising its effectiveness in enforcing compliance with the law, and the prohibition of fraud and smuggling, it will actively engage in discussions with appropriate parties.

The Council believes in transparency and consultation, and will actively promote dialogue with the Customs authorities. It is of the opinion that better results will arise from participation in the resolution of problems. To this aim, the Council hopes that the Administration will hold similar views and engage the Council in deliberations before passing any laws or regulations affecting the business of Council members in particular, and importers and exporters in general. This includes items such as tariff determinations.

The Council will promote the change in role of the Customs Administration from a revenue generating operation to one of compliance enforcement and the protection of the country's boundaries against smuggling and other fraudulent trading activities.

The Council aims to assist in the examination and development of procedures to enhance international trade and reduce transportation and related costs.
